The purpose of having TL 9000 requirements is to provide the telecommunications industry with a quality system for the design, development, production, delivery, installation, and maintenance of products whether they are hardware, software or services. Included in TL 9000 are cost- and performance-based metrics that measure reliability and quality performance of these products.

The TL 9000 quality standard was created through the joint effort of telecommunications industry service providers and their suppliers, all of whom are committed to meeting the expectations of their customers. Having the TL 9000 quality standard fosters the development of quality systems that drive continuous improvement and enhance customer-supplier relationships. Each group that participated in TL 9000 development tried individually to establish a quality standard for many years before they joined together in 1996 to create the Quality Excellence for Suppliers of Telecommunications Forum (QuEST Forum). Members of the QuEST Forum -- service providers and suppliers -- established and now maintain a common set of quality system requirements they named TL 9000. The quality standard uses the ISO 9001 (International Organization for Standardization) quality system as a base and then adds requirements that are specific to the telecommunications industry.
